Two certification-basis changes identified

Revision 17 adds a Starlink antenna-provisions entry for Falcon 2000 airplanes with modification M-OPT0413, and replaces “No Change” with a Part 38 fuel-efficiency reference in the Falcon 2000LXS certification-basis section.

Neither entry should be read as a blanket change for every Falcon 2000 configuration.
